If your light mount is flush use those sticky 3M plastic velcro strips. I have an old Toplight with side by side holes that match the rack but those strips are strong enough to hold a microphone clip in my car so they’d work for flush mounting. There are heavier duty hook and loop fasteners out there, too.

I have this Cat Eye light on every bike I own. It’s pretty basic but gets the job done and a pair of AAs lasts forever. It fits 80mm, 50mm, and 19mm vertical mounts.
My Planet Bike taillight has a rear rack mount option that fits this perfectly. I may have had to get that mount additionally from them, but they are super good about shipping out small parts at a low cost.

Seems like a case for 3D printing – mix and match your mount and that mount!
Rack on my bike has similarly oriented mounting holes. I have this light that came with mounting hardware that fit https://www.amazon.com/dp/B0CSYNYS5Z?ref=ppx_pop_mob_ap_share
