Yep, you should align it. You are pinching the slit together with the clamp and you are basically curling the frame tube where the clamp is open.

Not a stupid question at all. And there’s no universal answer. If the frame manufacturer gives guidance I’d go with that before any clamp instructions. Perhaps note how complete bikes tend to be set up which is usually slots aligned, although I’ve had an Orbea that has instructions to have it ~10º rotated.

Edit: That 10º I mention would be by aligning the arrow with the slot. Doh!
