You have already removed all the parts that keep it attached… 9 out of 10 forks in the same situation have already fallen out… Yours is just a little sticky and should respond to some gentle persuasion…
There may be a little rust sticking the steerer to the bearing inners or something like that. Should be able to clean it up ok?

Just a hunch here but you could start by removing the compression grip ring, It’s the small tapered ring wedging the steerer against the top bearing cover.
Once that’s out the fork will fall out so be ready to catch it.

There is a split compression ring on these headsets.
if using a mallet doesn’t get the fork out, the easy way is to use a thin flat-blade screwdriver(the kind you might use for eyeglasses) to pry open the compression ring, the fork will fall right out.

The little black plastic spacer in top of the bearing is a tapered split washer made to wedge in there. Pick, pry, or hammer it free and the whole assembly will drop out. Its a clever way to take up play in standardized parts, cool engineering.
