  1. I don’t think that the cable will pop out on its own especially if it was under proper tension.

Someone is probably having a blast of a time endangering other people.

  2. I’ve seen it where there’s a pinch in the housing or friction in the line (moisture freezing at this time of year). When you pull the brake your mechanical advantage is enough to overcome the friction/pinch and actuate the brake. But when you release the brake spring *isn’t* strong enough and it causes slack which can cause the housing to jump out of the barrel adjuster in this manner.

Easy way to check, with the cable/housing correctly seated pull the lever, does it spring back when let go or is there noticeable hesitancy? You may even see the housing shift as you let go.

If it does spring back then it’s probably just getting hooked on something.

Looking at the street tiles I’m gonna take a wild guess and say you are either Dutch, in the Netherlands(or northwest Germany), and your bike was parked near a station. Most train(and bus) stations have high bicycle traffic, and people sometimes rush their bike in or out. And bicycle parkings can be very tight here because there are so many bikes.

That’s probably what happened here. Someone had their handlebars hooked in your bike, didn’t see it, damaged your bike and didn’t give a crap about it, because they had no time.
