I don’t know if this is the right place to ask this, but I figure maybe some here can help me. I got my first bike in maybe 15 years a couple weeks ago (City Crew Defender 26”) and I just sat on the ground next to it to do something unrelated and noticed this dent in the frame. Is this a damaged frame? Or is it meant to be like this because it’s on the chain side?

Like you made Magneto angry and he fist squeezed your bike.
Take it back to where you got it from
It’s dented
Could be by design. It’s on the inside of seat stay, so unlikely to be damaged there.
Ask your retailer. Look at another unit.
might be intentional to add more rear cog clearance

This is a close up of one of their bikes. Looks intentional. Welcome back to biking.
Thats 100% intentional – usually you see this on the front for larger crank rings to clear – looks like this one is so that a larger cog can be used to give space for chain.
I don’t ride single speed / fixed gear but it looks exactly like a factory divot for a front chainring that I’ve seen on countless bikes.
You could try r/bikewrench they’d know for sure – I’m positive it’s factory but I’m not an expert.
That’s called a chainstay dimple or divot. It’s common for manufactures to do that in order to provide clearance for things like your chainring or tires. Sometimes it’s only on one side, some other times it’s on both sides. It’s usually on the drive side if it’s only on one side. Double check with the manufacturer though, a lot of times, they do indeed look like dents.
I would be more worried about the bent spoke
I’ve never seen a dimpled seatstay for cog clearance and I’ve never seen a dimple that looked so sloppy with an obvious crease/stress concentration like that.
