The chip in the chainstay, hard to tell from the photo whether that’s superficial or structural. I can tell you that the chain slaps that area all the time so it’s not uncommon to see marks there.

It’s not a crack. It’s a paint chip from chain slap. Kind of expected unless you protect that area somehow. Most bikes have some sort of adhesive film there.

Owner missed to install a guard for the chainstay. Usually a transparent sticker is sufficient to prevent wear due to a slapping chain.
Prob it is just missing paint, because the forces are not that massive to cause a crack, but no one knows….

Yes, it’s a red flag if there’s indeed a small crack. That’s not even a red flag at that point, that’s a “stay away from me, I ain’t riding that bike” sorta flag… let alone a “red flag.”
Having said that, it’s impossible to really tell from the low quality photo you’ve provided, and even with a high quality photo, no one here would be able to tell definitively if it’s a crack without physically seeing it in person, unless it’s so obvious that it’s clearly cracked… which at that point you wouldn’t even be asking us.
That area is incredibly prone to chips and scrapes from “chain slap.” It’s so common in fact that chain guards are used to protect that area. Most people just put some sticky adhesive tape on there to protect it, but it looks like this person either did not, or it fell off and they never replaced it, or the chain slap was so bad it went through the tape and caused that damage to the chainstay.
From the grainy photo, it looks like a paint chip to me. You can kinda see the white-greyish primer underneath, which would be very common area for paint chips like that.
