Could it have been a protective plastic sleeve for shipping purposes that you left in? Or a dust seal? What specific parts did you install this time around besides the cassette?
That looks like either a plastic shim that self destructed, or you picked up a plastic something (bag?) while riding that wrapped itself around your axle.
