I believe this is some anti theft device, if you don’t have the right tool for it you might need to forcefully remove it

Lower the pin (or screw) then use a pulse to make it come out

Context: No I did not steal this bike. I bought it today from someone for $150 bucks who seemed legit enough and claimed they were the original owner. I didn’t think to look at the quick release nuts.
