I'm a rather new cycling and this part of my bike just snapped, can I continue like this or do I need to repair/replace it. I am kinda strapped for cash right now so I'd prefer a way to mend it. Any info?
That’s just a chain guard. It’s not super important. Just stops your pants from getting grease stains and eliminates the potential from your pants getting caught in there, highly unlikely though. You should be able to glue it or get a replacement from amazon for like $10.

It’s a chain guard to keep your pants cuff out so it doesn’t get torn on the teeth. You could remove the guard, or, if it were mine, I would superglue it back together if it’s plastic. I don’t know if that’s the right way to fix it but it’s what I would do.

As the others said, it’s there to try and stop your trousers getting caught in the chain. Useful thing to have on a casual bike where you don’t want to wear shorts or whatever, but it’s not critical.
You can bodge it with glue or even a bit of tape or something, no need to worry about safety.
You could also just remove it and do the old sock-tuck when you’re wearing baggier trousers.

I actually found a replacement plastic chain guard like that online, for a bike I rebuilt for my son-in-law.

That’s not a particularly important part, so you could just remove it. My bike doesn’t even have one of those.
