    There is a “rubber” spacer missing.

    It’s probably a thermoplastic elastomer, so not really rubber.

    You could substitute any rubber like material and use double sided tape to hold it in place.

  2. You could use a piece of old inner tube and slide it over the seat post.  I have a trailer Mount that attaches to the seat post and I have done this so it won’t scratch

  3. SKS sell spare parts on their website (and via other bike shops). Just search the name of the mudguard (S-blade or something) and they might have it.
