I was at a bicycle place yesterday (here in Nigeria), and the guy had a spanner/lever thing to loosen that nut. Seemed to use so much force to pull the bar. Just came here to check how abroad people loosen theirs.

That can be applied to cheap bikes. Impact drills can damage the screw’s thread.
