For a cottered crank of this quality and vintage, it’s normal.

I have perhaps an identical crank set. Tried bending it, resetting it, nothing helps.
It’s perfectly rideable but the rubbing sound on the front derailleur is driving me nuts. I could in any case just remove the lower gear and derailleur to make it stop…
