Unpopular opinion maybe: I don’t clean my bike that often. When it gets ridden in the heavy rain it gets a good clean that way. I clean the chain and the cogs and stuff but the frame & stuff, no.

If it’s really wet sloppy muck, I clean it. Dried bits like this you could use your hand to remove. Like others have said, if the main moving parts (chain, cables, shifters/derailleurs, brakes/braking surfaces) are cleaned (and lubed when necessary) then you’re good. I rode MN winters on a 5 dollar garage sale specialized from the 80s and the only cleaning that bike got was rain during summer outside of the above and it lasted until I chose to replace it with a newer Bianchi
Muddy? That’s not muddy. This is. Seriously, as others have pointed out. You need to keep your drive train lubricated and mud out of your derailleurs but other than that, it doesn’t do any harm. I have friends that clean their bike after every ride and people like me that rarely clean it. I do like a clean bike. Nice to draft someone when they have a spotless bike but I’m too lazy to do myself.

Keep a shitty towel or old shirt near where you store your bike and give a wipe down when you tuck the bike away after riding.

I like the clean my bike after each ride or at least weekly. Stuff like this isn’t a big deal unless you leave it forever. It will cause more scratches on the frame
I think cleaning the bike is a good time to do an inspection. A few months ago I caught a broken spoke and a few loose ones while cleaning my bike after a ride. If I had not cleaned it, I only would’ve noticed that my next planned ride which was a group ride almost an hour drive away.
Plus I think my bike looks cool AF so I want it to be clean when I walk by it in the garage

You only need to clean the moving parts, like chain and cassette

It’s fine. Just take a few minutes to at least rinse it off once in a while, just so you can check for signs of frame failure like cracks or corrosion.

If you can photo your bike you can clean it up a bit lol. BUt it will be fine.

If you keep it in a damp place, that mud will trap in (“insulate”) moisture.

Unless you never clean it, no, not really bad. Bikes going to get dirty.
It looks dried already, but nothing a mild detergent, water and a brush can’t handle here.
As long as you remember to clean and lube your chain, and wipe the grit off your rims, the frame can stay as gross as you like.
You can ride your bike or clean your bike. I prefer to ride my bike.
