It’s a gravity bullseye from bikes direct, circa 2014 or so.
They offered that frame with 4″ tires or 3″ tires. That’s the 26×3″ version with 47mm rims. The trend would later evolve into “plus bikes” with supple 27.5×3″ tires, but what you’ve got there is basically downhill tires on trials rims. (still fun, I put a lot of miles on mine)
If it’s cheap, send it.
