Hi all, I have a new (to me) REI gravel bike. Can I move this spacer from the red arrow to the blue arrow for an easy way to try a slightly higher stem position? Thanks in advance!
Yes, but make sure the front wheel is on the ground when you take off the stem and be sure you learn how to preload before retighten it.

Yes you can but you will need a torque wrench for the stem bolts. If you overtighten you can damage your carbon fork in a dangerous way and if you leave it too loose there can be excessive movement that causes another type of damage. Look up the correct way to set up a front fork and stem.

Very likely yes, but not a 100% guaranteed yes. Some carbon steer tubes require a 5mm spacer *above* the stem. Check with the manufacturer.
