From the video the noise seems to correlate to the front fender bouncing? Maybe the fender or supporting spoke is hitting something?

Hard to tell without seeing it but it might be brake rub or your wheel rubbing on the fender. I can hear/see your front fender wobbling in the video and making a rattle sound but not sure if it’s linked to the scratch.
When you aren’t on the bike lift up the front and spin the front wheel, see if you can hear it still if not. Life the rear and listen for it. This will ditermine if it’s in the front or rear or neither. You can then look and see if your brakes are rubbing on the rim or if your tire is rubbing on the fender. Again this is sort of my best guess just based on sound alone. Might be something different
