Looks like an old mach1 maybe mid 90s ish?

The frame has to be a mach one. I’ve had a few of them. I’ve got a 97 now and looks the same. It’s like a lot of kids did back then that have a race frame and fork but put pegs and gyro on it to use as a freestyle bike
