Buy the wheelset for the endeavor you are going to ride the most. Wheelsets are an AWESOME upgrade, best bang for the $. It is worth buying wheels that are somewhat “out of reach” or beyond what you think you need. The good wheelsets are light and very durable.; they last for years. Enjoy the upgrade.
