I don’t know exactly what hat one is, but if you search for Mixte style bikes you’ll find similar looking ones. Companies like Retrospec, Public, and Linus have affordable ones in that style I think.

Hard to say exactly, but the “style” of bike is called a “Mixte”, it is steel, has city bars, and probably a 1×7 drivetrain. It’s a pretty common kind of bicycle for city riding and short commutes. With the unicrown fork, quill stem, quick-release wheels, side-pull brakes, this bike could be brand new or possibly as old as 1990-ish.
