Yes I think a memorial ghost bike is fine without including BB and chain. Just think of it as a bike shaped sculpture.

Totally fine. Any extra parts will often be stolen anyway at some point. I mean it’s nicer if it has BB and pedals, but this accomplishes the goal. Tires totally not necessary. I would also put something like the permanent loctite on when you attach the wheels, or at least break off the quick-release lever. because at least where I live, at some point someone will steal those too
