Interesting rankings. I’m wondering why Mass got first place with a D ranking in Traffic Laws and Practices while Oregon is second with their lowest category being a B+ for Infrastructure and Funding. Other than that, they both have three As and one A-. Seems like the D should affect Mass more than it does.
