So, there's a big gap between my fork and headset, (I'm building from cheap eBay parts). It's seating "nicely" except for the gap, meaning it fits and functions as expected. Do I need a washer, spacer, do they have an specific name? When searching for lower headset spacers, the results are for top ones.

I think your crown race may be upside down or something like that.
And if nothings upside down then you may have the wrong size headset or wrong size race. I’d have to pull it apart to really tell, but if you can’t figure it out and it works fine then 🤷♂️ just let it ride
