It’s borderline but probably fine on what looks like a steel steerer tube. They make 1mm spacers, which would split the difference and be ideal.

As it is pictured now, any normal steerer top cap will likely bottom out on the steerer before preloading the headset through the stem.

Not sure if this setup is safe. Ideally you want the top of the fork steerer to be above the center line of the top bolt on the stem, but not sure how that works with a shim. I guess its exactly the same. Maybe someone else can chime in because most people are confusing the shim with the actual steerer.
