I'm planning a gravel trip in Hokkaido next year. Just saw plenty of news about bear attacking humans in japan. What is more surprising to me is that it's happening quite late in the season.

Are there any spray I could buy prior to my trip that would not be confiscated by airline or customs ?

You absolutely cannot take bear spray on a plane, and might end up getting arrested if you try.
Do not take bear spray or pepper spray on a plane. If that thing leaks, every person on that plane livid with you, and you may cause a medical emergency. You’ll probably be banned from flying on whatever airline you use and you should probably be charged with a crime. It is considered a weapon in many jurisdictions.
If you feel you need spray, buy it when you land.
Can’t you just buy it when you get there?
