that would sure seem like a crack. You could try and do the tap test, but unless scanned or ultrasonically tested no way to know for sure, but yeah location being the chain stay, that jagged elongated shaped with noticeable paint chips is def associated with a crack and not just a “chip”

Aluminium, steel? Carbon, I really can’t say.
Look at it under high magnification, you should be able to see if there is a crack. You may need to remove some paint. Gently, with a pick or blade, chip a little paint away. Keep any scratch marks perpendicular to the crack or they will obscure the crack.
I have an aluminium chain stay with an inch of rock chip and a couple of tiny lines that looks like a crack. Under 10X mag, you can see that it is only a fine scratch. 20x looks like a canyon.
