Trying to paint match it somehow would get you the best result but allowing your frame to build up patina is also cool

Frame is toast. Ask your lbs if they know an expert on framepainting but you might aswell just buy a new better frame for less money. There’s no way in hell that a black ink marker will cover this. The naked eye will spot the difference from a mile.

Yeah look up which paint pens are best for metal and all weather outside – you can look at graffiti pen reviews – thats a good place to start
