The cheapest option would be to build something yourself, you can find 20/24 hole hubs on Amazon for like 40$. I was able to build some double fixed 46mm Reynolds carbon clinchers for under 200$ that way. Pretty much just comes down to your accessibility to cheap spokes and hoops. Keep your eyes peeled on marketplace for carbon wheels and or just low profile aluminum clinchers. Stans 340’s are some of the lightest ones I know of. If you’re looking for something more budget I’d just find any rims that are low profile and light/cheap enough for you with a 24-28 hole rear (the front is easier to figure out). After that just order some Amazon hubs and lace them up.
If you don’t want to build them then miche pistards are cheap and pretty light. The lightest and most budget option would probably be some used tubulars.
I built a wheelset under 1500g with a used qr front hub from a reynolds wheelset. Road hubs will be lighter than bolt on. For rear hubs, the lightest one that’s reasonably priced is the gran compe sf (short flange). I used sapim laser spokes to shave about 100 or so grams off from standard spokes. I went with velocity a23s but i’m sure there’s lighter stuff out there.

Mavic Ellipse but they are harder to find and may push the budget. But I think the wheels are solid and the black wheels with yellow accent decals will match your frame.
