Those bars are so stupid.
Also, I don’t think this bike has rack mounts, so it might not be a great option for bike packing.
I think it’s borderline worth it but if the seller can’t be bothered to replace the bar tape and clean it up then I would see no harm in offering $500-800 less. If the cassette and chain are worn out take off even more. It just looks kind of beat up
