
Can't really tell what position I should set my brake pads to. The black part I have them set to the height of now is angled inwards so only the top of the pads make contact so that doesn't seem right. The silvery part is groved so it doesn't quite look like the pads should be pushing against them. Where should the pads by gripping the rims?

silver part is the brake track. the grove is fine its just a wear indicator. if it disappears, the rim is done.
It looks like those calipers are the wrong reach. The pads should be making contact entirely with the silver brake track
The silver part is the brake track, so thats where the pads should be, but not so high that they contact the rubber.of the tire.
You need some shorter reaching brakes those pads will never reach the brake track on the wheel. That black part of the rim isn’t designed for braking
Those look like modern 700c wheels installed on a very old bike that was originally built for smaller diameter wheels.
The calipers probably won’t let you locate the pad in the correct spot.
What size tire/ rims do you have on that front wheel?
Brake pads need to hit the silver brake track. That groove or black line is a wear indicator.
Looks like your bike had originally 27″ or 27.5″ wheels and calipers for that reach. You need new calipers OR to reinstall the original wheels.
