It’s hard to diagnose from a video, but the first thing I’d check is brake rub. Get the bike upside down or in a work stand and then rotate the wheels by hand to see if there’s any rub, then adjust the brakes to stop it.
Are the fenders rubbing on the tyre? Worth checking that too
