Not being funny, the O-ring store. A quick web search will lead you to their website.
Or your local hardware store. Take the original one for comparison. You’ll need to know the cross sectional diameter, as well as ring diameter.
Could also reach out to the pump manufacturer for specs or even a replacement

A bit more from my research. It appears to be a Lezyne Road Drive Hand Pump. There is a maintenance video here that looks relevant: [https://www.youtube.com/watch?v=iYZ5Smx4FmQ&t=194s](https://www.youtube.com/watch?v=iYZ5Smx4FmQ&t=194s)
It seems the “top cap” came loose and I didn’t notice the floating o-ring (top-out bumper). It got cinched in the threading.
This kit seems to have everything: [https://www.amazon.ca/Lezyne-Seal-Road-Drive-Black/dp/B001J48SLY/](https://www.amazon.ca/Lezyne-Seal-Road-Drive-Black/dp/B001J48SLY/). I expect a generic kit will probably be cheaper. I’ll keep looking… I’m unsure what sizes are used.
