IMO a bike that is in good working condition – fresh tires, no (or minimal) rust, chain is lubed, doesn’t make noises like squeaks or rattles – is worth at least $100.

As long as it fits and meets your needs!

For reference, a basic tune up is $100+ and new tires installed will be $100+. If you don’t need either you are already ahead.

If at all possible, it would be worth taking it to a mechanic or having the owner have a local bike shop vouch for it. Like car mechanics, the inspection is typically free.
