I took this bad boy off a vintage Peugeot race bike. It’s in good condition otherwise. Not sure if the rust (even if removed) has any effect on function or risk in the future? Also the quill stem has this odd black texture, feels like it’s reacted to something and it wasn’t its original color/surface texture.

Just surface rust. Soak for a few minutes in vinegar, clean with a wire brush, wipe with a clean rag, grease, and it’s good to go. Also iirc you can buy new wedges separately.
