    That’s a nice old Reynolds 531 frame maybe made in the Carlton factory frameworks. From the decal I’d say it’s a later frame. Not sure if it’s rare as there were many, many 531 Raleigh frames (I have two) but it’s better than your average frame and work preserving. 531 is great tuning and in the right hands makes for a nice riding and long lasting frame.

    If only the wheels got stolen, I would get some new wheels and keep riding it, pretty east fix and very satisfying to get it back on the road

  4. I think that label suggests not top line Reynolds. One notch lower ?
    Could be an illusion, but top tube looks a bit bent near the head tube.

    Don’t go back to that bike shop. Buy some new 700c wheels, spread the frame to make them fit. Even a cheapo flip/flop hub wheelset will get this on the road again.

  6. As the others suggested – get a cheap used wheelset. I’d also get shimano’s RD and 7-8Sp cassette, a cheap drop bar and non-STI shimano’s shifters and brake levers, clean it all up and sell.
