Yes, the thru axle will align it. And once it’s tightened to spec there won’t be any play
Yes this is supposed to be loose as long as the wheel is not mounted, and its only function is as a spacer so it does not carry any load.
To test if there’s play, do it on the bike, well tighten. It normal for spacers to be loose when not compressed.
These just serve the function as giant washers the bearings sit behind them, you can pop them off and replace them in order to fit other hub standards.
If it’s a 350 hub they have little retainer covers on the end caps and they all sit loose like that on the front wheels.
