In not an expert, but I think that’s just the protective layer over the spoke holes, not rim tape.
If your wheel is compatible, I believe you need to remove what’s there and apply proper rim tape. But that’s if it is compatible.

No. Not normal at all. There are wheel rim liners (that’s the Amazon search term) that come in a pack with a hand full of wheel sizes for a couple of bucks. Put one on that’s wide enough and has the dimensions of your wheel beneath your red tape. That should solve your problem. If you’re not into keeping the baldy billionaire in business google your nearest supplier.
