I got this horn after a near miss with a car. Unfortunately the mount is garbage (this one is 3-D printed which also broke). Any thoughts on how I could attach this so that it stays on? Ideally it should be firmly mounted/strapped on so I can press down on the horn’s button.

Why do you think a horn is the solution. I’ve ridden all over the world and have never needed a horn or seen anyone with a horn.
Horn won’t help with near misses.
But, you can fix the issue you’re having by getting a new mount printed using the right kind of material e.g. PETG-GF, PETG-CF, ABS or any kind of high-strength material intended for functional parts which will be exposed to weather & sunlight.
Clamps really only work on the zylindrical parts of the handlebar.
