Only solace is that it takes longer to over heat in rain gear when its cold.

Rain is better than freezing rain!
As long as I have fenders and can keep my ass and feet dry, I don’t mind rain. Once my cheeks are wet I’m no longer having a good time.

I am moving from Phoenix to Portland in three weeks. I need to buy some new wet weather gear. Still going to be better than commuting in the 115 degree heat.

I almost reflexively quoted the Canadian saying: “There’s no bad weather, only the wrong clothes.”
But even when I have the right clothes, rain riding sucks. You can stay mostly dry from the rain with proper rain gear, but then you get wet from the inside out from sweating. Glasses or face shields are hard to see through.
It’s demoralizing too.
I just watched this video where YouTuber Everything’s Been Done embarked on a long ride from Portland to ‘frisco (or something) and he got rained on about 75% of the trip:
He has all the right (expensive) gear, but he was still demoralized. “Oh good. It’s raining again.”

Being stuck somewhere with wet clothes sucks but biking in the rain is downright delightful.

I actually like cycling in the rain. I’m the fatalist sort. I won’t wear any waterproofing, I just accept that I’m going to get wet.
Instead, I make sure to take a change of clothes with me if I’m on my way to somewhere. If I’m on my way home, I have a shower and clean dry clothes there so I’m set.
I love it in the winter. Cycling home from work in the freezing rain. I get home tired, soaked and frozen. Then I can hop into a hot shower, get some dry clothes on and put my feet up with a nice cup of tea. It’s an amazing feeling 🙂

Bicycling in the rain is great, especially 9-2°c. Throw on the thick coarse wool jacket & scarf, wool longjohns and tall waxed boots under the waxed pants and rawk it!
Motorcycling in the rain sucks because it’s too damn hard to keep your core temperature up and super easy to get cold so deep that you don’t warm up for days afterward.

I like it if I am out riding for fun and I can wear some lightweight material and the rain is warm, I do not like it when the rain is cold and I’m on my way to work and I show up in wet jeans

Yes and no.
The anticipation always sucks, and riding in the rain for more than about an hour or so means you get wet no matter what you’re wearing, but the joy of doing something mildly uncomfortable and unpleasant is amazing.
I don’t remember the exact quote, but it’s something like “every time you don’t do something you perceive as hard, you reinforce that you can’t do it. Every time you do something you perceive as hard, you reinforce that you can.”
