When I try to tighten the bolt it moves where the wheel is and doesn’t tighten??? Any help would be greatly appreciated thanks!!!

I was using a 15mm wrench the photo just has the other side 😅
Lock the other side down first and then try the drive side. It may help to remove both nuts and clean and grease the axle as well.
