Thinking about buying this used late model bike, which seems to be in good condition EXCEPT this damage on the chain stay. It looks like the paint has peeled and carbon is exposed, but it "feels" ok to my untrained hands. Is it just a cosmetic damage from drop chain, or does it signify something more serious? I am put off a bit by such damage in a late model and if I am to pursue this further I will likely spend some money to get a mechanic to check it out first before paying, but if this is anything serious / significant I may just pass now without going through the hassle.

it looks like a LOT of damage, but mostly to the paint. i woild get it checked out. the reason why there is so much damage there for a relatively recent bike is because that chain is WAY too long, so that derailleur has too much slack and that chain is bouncing all over the place and hitting the chainstay.
Paint failure, possibly because it was cleaned with a harsh solvent. I’ve seen acetone pull off the topcoat on a frame before. That should be a large discount on the frame even if it ends up being cosmetic.
Looks like the bike got dragged on a rough surface
As the derailleur also have scratches on the same side
You often see heel rub there, but it doesn’t really look right for that
