Search for p clip and get one that the diameter of your seat stay falls within.

You can find high quality stainless steel rubber backed examples in your local marine supply store.

Rack mount adapter. Most LBS will have tons of these lying around. Majority of times I install a rack I use the frames provided mounting points unless very odd geometry, and all racks have come with those adapters so I collect them in a bin.

Got to a hardware store they have lots of stuff like that it more hardware that bike spacific.

P-clip, every hardware store has them. The nicer ones are worth an extra buck or two.
With that said, you seem like a perfect candidate for a [seatpost clamp with an integrated rack mount](https://problemsolversbike.com/products/seatpost-clamp-with-rack-mounts). You’ll have to figure out what size you need, but it’s a huge, huge improvement over clamping to the frame like that.
