It only has a single bolt and the bottom part is welded in place. Is it possible that I simply can't change the angle on this bike, or am I missing something?

Sees fixed angle to me, unless I’m missing something. Good news: seat posts are cheap.
Seems like you would benefit from a new seat post that is designed to allow saddle angle adjustment
Get a new seatpost and make sure it’s the correct diameter,
You certainly can, but you’ll need a different post. This one is not adjustable tilt-wise.
