Ordered a chinese carbon fork from aliexpress and it arrived like this. There's a small chip but I'm not sure if it's safe to use or should i return it? is there a way to know if the carbon is compromised? Thank you

Nah, that ain’t even a chip – that’s a whole ass chunk. I’d contact the seller with that photo
Seller will probably take care of that. AliExpress isn’t all bad actors. Some of the best customer service I’ve had came from direct Chinese companies

Get a refund.
I bought a fork second hand with a similar type of chip and the consensus was not to use it. I ended up throwing it away and getting another fork since the worst outcome is pretty bad if it fails
