On a rather cheap decathlon bike of a friend, I had to attach the rear wheel like that to have it centered behind the seattube and between the braking pads. Even had to forcefully keep it in position before tightening the screw. The wheel itself is not off-center much, I checked that. On the drive side, it sits fully in the dropout like it should.

It doesn't feel safe and I think it will slip out of that position with time or when stressed.

Could there be any other cause than a bend frame?

    Route the chain after the wheel has been installed. Cheap design, usually for single speed bikes to adjust as the chain stretches. If it is torqued down correctly it will be safe.

  2. Is it a claw style derailleur on the other side? As long as the bolt is tightened appropriately, this will be fine, plenty of single speed bikes tension the chain in the same way.

  3. That’s normal, it’s like that for adjustment.  As long as the nuts are tight it won’t move
