I just bought some used Roval wheels. They’ve been used less than a year. When I removed the Vittoria Corsa Pro tires, a bunch of junk was stuck to the rim. Do I need to carefully clean this off? Some of it is on the side wall and not just the rim tape. It’s stuck on there pretty well in places. Or better to brush off what I can and then leave it?
It’s my first time dealing with carbon wheels and high end tires, is this normal?

Looks like old sealant.
I’d remove what you can by hand or with a plastic scraper like a tire lever, especially around the bead.
