1x setup on a new build. Works fine but in low gear the chain does not engage the jockey pulley and does not sound right. Chain length issue? Or something else?

Seems like it. This short is not called for in a 1x setup, you still have plenty of tension in the little ring to make it longer and not stretch it so much in big ring.
Chain is too short, also routed through the cage wrong.
In this dimension it is a high certainty
