Is this maybe a motorcycle tank bag?
This pannier converts to a backpack.
I Think the neoprene flaps are a helmet holder.
It’s a weird orientation of the opening for a side hanging pannier, but it clearly has hooks for attaching vertically to a rack. The zipper/lid is oriented more like a trunk bag that sits on top of the rack. So maybe it is a hybrid or convertible that attaches both ways?
