See video. Shifts up casette great with a little tension at shift lever near biggest cogs, not sure if thats normal. But then gets stuck and wont shift down casette. Need help :/

If there’s no clicking or release of cable tension then you need a new shifter. If the cable goes slack but derailleur doesn’t move then it needs to be cleaned or has a broken spring.
It sounds like either the derailleur spring is broken, the derailleur is all gunked up and the spring is not able to overcome the friction, or the cable is stuck in the housing. I would take the wheel off and see if the derailleur moves smoothly in and out without the cassette. If not, try cleaning it and lubricating all the pivot points on it. Take a look at the spring and see if it looks unbroken and connected. If none of that fixes it, replace the cable and housing.
Would really help if you had a picture from the side showing the path of the chain.
My guess is that chain is too short and cable housing has resistance from wear/gunk.
Move your b tension out, the derailleur is hitting the cassette in the higher gears
