Topeak Tetrarack modification with dry bags

I am loooking for additonal space.

I dont have mounts for rack and would like to utilize only seatstay mount (but not with lot of weight maybe 3-4 kg on each side).

Some people put just bottle mounts on seatstay which is also interesting, but I am looking for more space.

I already have seatpack of course on the back, handlebar mount and fork mounts on the front.

Is this upper red park on Tetrarack removable?

I am thinking if I could just use the bottom park and put 2 drybags, one on each side, few kg in each not too heavy, strap them with rubber straps. Anybody done something similar?

I know there is Aeroe Spider rack but this is too expensive, too bulky and I dont want to put too much weight on seatstays.
