Basically the title. What is this called? Bonus points for where can I buy it. It was in the rear of my bike and allowed me to mount a rack on to it. Unfortunately one side sheered in half and this side bent. Thread on the eye is M5.

I think it’s a rack stay, you need need a new rack.
It’s a rack braze on. You can get clips that fit around the stays in lieu of these.
